Abstract

Background: Questions surrounding AI legal advice are administrative as well as legal because institutional practice can influence legal services, consistency, and accountability.

Objective: Our objective was to determine how institutional arrangements concerning AI legal advice influenced implementation consistency and outcomes related to legal services.

Methods: A cross-sectional survey of 433 relevant officials, professionals, service users, or regulated actors measured implementation quality, institutional capacity, procedural clarity, transparency, and perceived effectiveness. Descriptive statistics and multivariable regression were used to examine factors associated with stronger implementation.

Results: The final analytic sample for AI legal advice included 412 respondents. Consistent implementation was reported by 52%, while 12% identified significant capacity or procedural barriers. Organizations with clearer responsibilities, more capable staff, and accessible formal guidance recorded better adjusted implementation outcomes.

Conclusion: Implementation conditions appear decisive for the effectiveness of policy relating to AI legal advice. Accordingly, digital or automated justice procedures should remain transparent, reviewable, and supported by clearly assigned institutional responsibility.

Study design: market and regulator survey.
